CAPRC PROJECTS EXPAND IN CENTRAL ASIAN REGION
The 2003-2003 activities of the Central Asian Productivity Research Center reached new heights. A summary report will be found on page 6 . Please pay particular attention to the photo reports of activities and achievements of the center.

Professor Dr. Isa Habibbayli, rector of Nakhchivan State University, Nakhchivan Autonomous Republic, and CAPRC adisory board member, is seen at the Ernest Hemingway Museum, located in Oak Park, Illinois, USA. With the support of the CAPRC, the rector established an Ernest Hemingway Museum and Library at NSU, the first of its kind in all of Central Asia. NSU hosted the First American Literature Conference, also the first of its kind in all of Central Asia, in May 2002. The Hemingway project is an outcome of that 2002 conference. (see pages 8 and 9)

Professors Volunteer
For Specialized Lectures

 
Three CAPRC professionals presented a series of successful business and professional seminars
in May 2004. at the Financial Research Center (HUFAM), located in Ankara, Turkey.

Arranged by Professor Mehmet Baha Karan, the center's director , the seminars attracted almost
one hundred upper level students and professionals.

CAPRC lecturers included: Professor Harry Lepinske, CAPRC chairman; and two CAPRC advisory board members, Professor Dolores Rinke, professor of international accounting, Purdue University Calumet, Hammond, Indiana; and Professor Rasoul Razvanian, professor of finance, Northeastern Illinois University, Chicago, Illinois.

Professor Lepinske lectured on international marketing; Professor Rinke lectured on international accounting and corporate governance; and Professor Razvanian lectured on international finance and corporate governance.

They also  gave presentations during an evening dinner program at Gazi University in Ankara.

SIX WEEKS WITH A BAKU INSTRUCTOR IN THE USA
BAKU FACULTY -INTERN STUDIES PUBLIC ADMINISTRATION AT ILLINOIS GOV'T ORGANIZATIONS

Miss Aydan Abasova, an instructor at the Academy of Public Administration in Baku, Azerbaijan, was welcomed to the Chicago area to work with various government organizations at several levels-village, township, and state agencies.

At the invitation of the Village of Western Springs, a prominent Chicago suburban community, she was able to serve an intensive four-week internship with the police and fire departments, recreation, planning and zoning, and other.

She continued for two additional weeks at Lyons Township and Illinois State offices, including Illinois State Treasurer Judy Baar Topinka, who helped her network with many community and business leaders.

During her visit she also met with library scholars, especially those involved in research focusing on the prominent American author, Ernest Hemingway.

During her visit, she also studied with CAPRC advisory board members and was appointed a CAPRC advisory board member for Baku.

Miss Abasova was invited to discuss Azerbaijan and world affairs.

Mr. Kirkpatrick serves as executive director for the Institute for Innovative Leadership at Indiana University's campus, located in Gary, Indiana. Lepinske also is a vice president of the trade group.

As one of the CAPRC's cultural projects focusing on  literature, Miss Aydan Abasova and Professor Harry Lepinske visited the Author Ernest Hemingway Museum, located in Oak Park a west suburban community of Chicago, Illinois. During this visit, they met with Ernest Hemingway enthusiasts to discuss the influence of Russian authors on Hemingway's writings. They also participated in another discussion focusing on Tolstoy at the Thomas Ford Memorial Library in Western Spring, Illinois.

2003-04 ANNUAL REPORT
Once again, the Central Asian Productivity Research Center has superceded itself with new opportunities and new challenges.

Having just returned from Turkey and Azerbaijan, where we continued to help expand non-government programs, educational programs focusing on business and literary projects, and introduced our new concept, the Young Entrepreneurs Society (YES), with the slogan say "YES to Business", the CAPRC was confronted with new and more challenging requests for assistance.

Mr. Sadriddin Akramov, president of the US-Tajikistan Chamber of Commerce, based in Washington, D.C., contacted out office in Western Springs, Illinois, regarding the CAPRC accomplishments in Turkey and Azerbaijan. As a result, he visited Chicago, where we donated 12 cartons of educational materials to introduce a Business School at the newly-established Tajikistan International University, the first private university in that country.

We also provided material to introduce a Young Entrepreneurs Society in Dushanbe, the nation's capital.

The summer months of 2003 were focused on the organization and management of the CAPRC's first annual conference scheduled in September, 2004 in Baku, Azerbaijan. With the theme, "Managing For Quality and Productivity Conference", the event will be held, in cooperation with a conference being organized by the Finance Society of Turkey, at the University of Economics.

The summer months also were spent providing support services to expand the YES program throughout Central Asia.

 I represented the CAPRC at a number of seminars and conferences throughout the year. One of the main events was the "Chicago Conference on the Global Economy, held in September, 2003, in Chicago.(see article in this report). The conference was attended by dozens of official government representatives who had just departed the World Trade Organization Conference held in Cancun, Mexico.

In late September, the CAPRC welcomed Miss Aydan Abasova, an instructor at  the Academy of Public Administration, in Baku, Azerbaijan for a four-week orientation program with the village of Western Spring, Illinois. Two additional weeks were spent visiting other government offices at various levels, to better understand public administration in the USA . Upon completion of her training program, she was appointed a CAPRC advisory board member for representation in Baku.

In November, the CAPRC welcomed Professor Isa Habibbayli, rector of Nakhchivan State University, Nakhchivan Autonomous Republic, Azerbaijan, accompanied by Professor Anar Kazimov, mathematics professor at NSU. We arranged for meetings with leaders of academia, government, and business.

The rector spent much of his time involved in research for a book he is writing about Ernest Hemingway. As a result of introducing Central Asia's first and only American Literature Conference at NSU, there was a growing demand for more material about Hemingway. We visited the Hemingway Museum, library, and some of Hemingway' s favorite places to visit in Oak Park and other Chicago area sites.

Professor Kasimov had the opportunity to work with Professor Catherine Murphy, head of the department of mathematics, computer science, and statistics, Purdue University Calumet, Hammond , Indiana. As the result of his research work , he began writing a book for a new course to be called Business Mathematics.

They also met with Professor Janet Afary, associate professor of history at Purdue University in West Lafayette,
Indiana. Since both are authors, they exchanged their writings and developed a relationship for future research.

The winter months focused on the development of support services for existing programs and prepare for the September conference in Baku. We continued to make presentations at a variety of community, academic, and business groups.

In May 2003, three CAPRC volunteers visited Turkey to present a series of seminars at Hacettepe University Ankara.
I also met with leaders of government, business, and academia. in Ankara and Istanbul.

The  successful project in Turkey was an exciting conclusion to this year's activities.

There are indications we will again have a successful year during 2004-05. I am always available for inquiries about

CHICAGO CONFERENCE OF THE GLOBAL ECONOMY
Professor Harry Lepinske, CAPRC chairman, represented the center, at the Chicago conference on the global economy, held September 15-16, 2003,at the Sheraton Chicago Hotel and Towers, in downtown Chicago, Illinois, USA. the conference welcomed dozens of official representatives, who has just departed the World Trade Organization meeting held in Cancun, Mexico . It gave Lepinske an opportunity to better understand the insights to the WTO and problems, and how to explore the forces and issues that will shape tomorrow's global economy. Professor Lepinske had an opportunity to meet one-on-one with WTO representatives.

AZERI  RECTOR  VISITS OAK PARK,  ILLINOIS TO STUDY AMERICAN AUTHOR ERNEST HEMINGWAY
In early November, 2003, Professor Dr. Isa Habibbayli, rector of Nakhchivan State University, NAR, Azerbaijan, accompanied by Professor Anar Kazimov, visited the Chicago area to study entrepreneurship programs in the USA and also visit Ernest Hemingway sites to study about this great American author.

Three years ago, with the assistance of the CAPRC, the rector organized the First American Literature conference in all of Central Asia, on the campus of NSU, and later established an American Literature library and an Ernest Hemingway Library and Research Center. The first American Literature Conference focused on Mark Twain, Jack London, and Ernest Hemingway. American Literature Conferences are held each may at NSU.

These two pages will take readers through a photo tour of Professor Habibbayli during his visit to Oak Park, Illinois, birthplace of Hemingway, and nearby sites.

Both professors also are advisory board members of the CAPRC, representing Nakhchivan Autonomous Republic.

BENEFITS FROM AMERICAN -CENTRAL ASIAN RELATIONS
WHAT IS THE CAPRC???
The Central Asian Productivity Research Center, founded in 2000 in Azerbaijan, is a strategic alliance of professionals, representing countries across the ancient 'Silk Road", committed to economic, cultural, and educational development.

For decades much of this territory had been part of the Soviet Union.

Advisory Board members provide bilateral communications and professional support for CAPRC programs. advisory board members come from business, government, and academia providing a healthy balance  of ideas for the various programs.

Research Specialists, both in the US and in Central Asia, support the Advisory Board members with timely important information needed for expanding programs throughout the region.

Most of the Research Specialists are college students who volunteer their time for research projects.

Each Advisory Board member should be thanked for their many hours of dedication to helping CAPRC programs in their communities.

PROFESSIONAL EXCHANGES
Professional guests from Central Asia have been afforded the opportunity to visit the US to improve themselves professionally. These visits also have provided recreational and cultural activities.

Likewise, American volunteers who have visited Central Asia have had the opportunity to lecture in the classroom, conduct seminars, become involved in professional research, and engage in recreational and cultural activities.

These bilateral exchanges have brought together programs for mutual cooperation and understanding.

UNIVERSITY INTERNSHIPS
The Central Asian Productivity Research Center has arranged a variety of non-paid internship Programs for American university students each semester for the past four years.

This student program has offered an opportunity for practical "hands-on" experience for research and international networking with representatives of both US and foreign governments. (Continued on Page 11)

As one of the CAPRC professional programs, several years ago, Dr. Felicitis Tobias, a practicing physician with offices in Oak Park, Illinois, volunteered to visit the Medical Center at Nakhchivan State University, Nakhchivan Autonomous Republic, Azerbaijan, to work with the medical staff and lecture in the classroom.

Doctors Yashar Rzayev and Bahruz Mammadov, seen in the surgical ward of the Medical Center of Nakhchivan State University, Nakhchivan Autonomous Republic, Azerbaijan, explain their needs to help modernize the medical center. Each year the medical staff, who serve as both practicing physicians and faculty members tat the university, perform hundreds of surgical procedures. the center is in need for more modern technology. equipment, products, and supplies. BUSINESS ORGANIZATIONS, AND EDUCATIONAL INSTITUTIONS.

Some students have had the unique opportunity to be directly involved with international activities in business, trade, and investment programs, conferences, seminar, "Business Briefings", and  other related projects. Some interns have been able to work with foreign trade delegations and the diplomatic corps. Such experiences have given them the tools to build their careers.

FOREIGN STUDENTS
Foreign students have had the opportunity to visit the US to study basic business and professional programs. Because of the CAPRC's recognized business and professional programs , non-government organizations and businesses have offered to provide funds for round trip air fare.

During the past two years, the CAPRC has developed a limited very focused "Distance Learning " program.

These foreign students have developed contacts with business and professional leaders in the US which have had mutually beneficial result.

SAY "YES" TO BUSINESS

In May, 2003, the CAPRC introduced the YES program, Young Entrepreneurs Society to the Central Asian region to encourage and train young highly motivated students and professionals and prepare them for careers as entrepreneurs. The first YES unit was established in Nakhchivan Autonomous Republic. Young struggling units now are located in Baku, Azerbaijan, and Dushanbe, Tajikistan.

With funding from the CAPRC, the YES-NAR has scheduled its first conference in September 2004.

With your help, you too can say "YES" to business.

HOW CAN YOU HELP???

The basic concept for CAPRC is to encourage Central Asians to become involved in "boot strap" or better known as "self-help" programs.

There is always a need for professional and technical assistance. The need for "Host Families" is always a priority.  Educational materials, invitations to business and professional programs, and invitations for internships are welcome assistance.
